FOIA Request to Delaware Technical And Community College Regarding Financial Aid Fraud on May 7, 2025.

As part of our ongoing commitment to uncovering and reporting on issues of public interest, Sussex Review has submitted a Freedom of Information Act (FOIA) request to Delaware Technical And Community College. This request seeks detailed records concerning incidents of financial aid fraud within the institution.

The request was made under the Delaware Freedom of Information Act § 100001 et seq., with a preference for receiving the information in electronic format. Specifically, we are seeking data points that include the college name, applicant names involved in fraudulent activities, the amount of fraud committed, and the dates when these incidents occurred.

This inquiry is prompted by recent reports highlighting significant financial aid fraud challenges faced by community colleges in California. According to an article from CalMatters, bots have been responsible for a substantial portion of fraudulent applications, with scammers exploiting artificial intelligence to secure grants illicitly. This issue has reportedly cost educational institutions over $5 million since 2021 and continues to strain their resources despite improved detection efforts.

Our role as members of the media involves holding public institutions accountable and ensuring transparency in their operations. Access to these records is crucial for us to fulfill our professional responsibilities and provide comprehensive news coverage to the public. We have also requested a fee waiver for this FOIA request due to our status as media professionals.

This effort is supported by The Coalition Opposing Governmental Secrecy, a non-profit organization dedicated to assisting media companies and advocacy groups in investigating governmental agencies through Freedom of Information and Sunshine Laws. More information about this coalition can be found at stopsecrecy.org/about/.

We await a response from Delaware Technical And Community College and will continue to report on developments related to this issue as they unfold.
